Yes.  The purpose of the queue is to establish a mechanism to determine which “projects” will be entitled to the standard offer.  The Board in its order of September 30, 2009 indicates concern that “the queue does not simply become a placeholder for potential developers.”  Therefore at the time application is made developers must have a specific project identified, with a specific location, and be able, within five business days, to document sole control of the property on which the project will be located.
