In general, a project that meets the definition of a Qualifying SPEED resource and is 2.2 MW (2,200 KW) or less in size is eligible to apply for a Standard Offer contract. The definition of a Qualifying SPEED resource is contained in V.S.A. 30 chapter 89 § 8002.
