No. While it is true that there will be a monthly administration fee, the Board has said that "expenses allocated to individual projects will not represent material costs for those projects." 

However, you should seriously evaluate whether or not you would be better off under the Public Service Board net metering rule (Rule 5.100).  While the value of the energy that you would be offsetting with net metering is significantly less than 30¢ at this time, the net metering rule was designed to streamline the application process and minimize costs for residential solar projects.  Additionally, there are specific incentives available only to net metered projects.  Check out the page comparing the net-metering program to the Standard Offer program.
