Maybe.  Biomass plants using wood resources are by definition qualifying speed resources, except that Act 45, for the purpose of receiving a standard offer, modified the requirements for this type of biomass plant.  To receive a standard offer, biomass plants using wood resources must “have a system design efficiency (the sum of full load design thermal output and electrical output divided by the heat input) of at least 50 percent.”
